About Us

 Phoenix is an Association of independent Scout groups, run entirely by volunteers. Phoenix is a registered Charitable Incorporated Organisation (CIO No.1195203). We support groups who want to deliver meaningful, adventurous youth programmes while staying fully self-governing.

Phoenix was started by experienced Scout leaders who wanted a better balance — the freedom to run their groups in a way that worked locally, with less bureaucracy but more practical support. We believe in traditional Scouting values, outdoor learning, and community engagement — and we know that one size doesn’t fit all.

Whether you’re starting something new or taking an existing group in a fresh direction, Phoenix offers a supportive framework that respects your autonomy. Each group sets its own programme, structure, uniform, name, and values — all within a shared ethos of service, leadership, and independence.

We offer the benefits of national identity and peer support, without the burden of centralised control.
